The Notes App on iPhone provides the option to Reset, Change or Remove Password. You can find below the steps to Change Notes Password for Notes located on iPhone and iCloud.
Change Password for Notes on iPhone & iCloud
Once a Note located on iPhone or iCloud is locked with a password, anyone trying to access the locked Note will always be prompted to enter the password.
If you forget Notes Password, the only way out of the situation is to Reset Notes Password, which removes the old Password and provides the option to either Cancel or use a New Password.
If the password has been compromised or difficult to remember, the Notes App provides the option to remove the password and replace it with something that is easy to remember.

If your Notes are stored locally on iPhone, go to Settings > Notes > Password > select On My iPhone.
